More ammo, more gooder.
The M16 cloth bandolier was introduced during the Vietnam War as a means to carry ammunition in stripper clips that a soldier could reload their magazines with. This simple “Grab and Go” concept was set because extra magazines add weight to a combat patrol load, but if you are only carrying the ammunition, it reduces the weight by a significant amount. Throughout the many wars the US has been in, you can find many photos of these being carried in combat and noncombat areas alike.

These can also be packed with 20rd M16 magazines, but generally each cell is meant to carry 20 rounds on two stripper clips.
